I found some modified Q1 map compiling tools the other day with support for
detail and hint brushes while poking around sourceforge.net

The tool source is available here

(not to mention the source to the Quest map editor)

I haven't had time to look at it yet, but I'm gonna try to port the modified
qbsp & vis this weekend (for OS8-9). If you (or anyone else) wants the
source for the existing Tyrlite or FastQCC ports just send me an email.

On a semi-related note, I recently discovered that the PC map/model editor
QuArK <http://www.planetquake.com/quark/> is now opensource - there's bound
to be some useful code in there for anyone interested in making Quake tools.
