I talked to him earlier this evening and I've got things straightened out.
His main request is that GLQuake have the same creator as the commercial
Quake. I don't see any reason why this can't be done. The original Quake
also communicated with GR via AppleEvents, but it's my understanding that he
wants any new code to use the preferred GR calls.

The other request is that he doesn't want the GR SDK code floating around as
it might cause two things to happen: 1) someone will use it to find ways to
cheat and 2) someone might copy it from whatever app it came from into a new
app and cause all kinds of havoc with the old app's behavior on GR.

Anyway, I believe I have a solution that will satisfy everyone. I'll
probably roll it into an update to the Hexen 2 code first since I don't have
to worry about the old Quake event stuff, then back into GLQuake once I've
got a handle on things.
